Bilateral research cooperation Québec

In collaboration with the Canadian funder FRQ the FWO supports 3-year joint research projects between researchers from Flanders and Québec.

Objective

The FWO is keen on promoting international collaboration as a driving force for excellence. That is why the FWO signs bilateral agreements with a number of countries/regions to fund joint research projects. These projects go further than the traditional mobility projects, because personnel and consumables as well as equipment can also be financed.

One of the selected countries/regions is the Canadian province Québec. The FWO has reached an agreement with the Fonds de recherche du Québec (FRQ) on the funding of interdisciplinary fundamental research.

Features

  • Joint research project with partners from the Canadian province Québec. It must be an integrated research proposal with a central research question, methodology, and work plan.
  • Interdisciplinary fundamental research involving at least two of the three sectors of the FRQ. (FRQ (Health sector // Society and Culture sector // Nature and Technologies sector). For more information on the definition of interdisciplinarity see guidelines for applicants and the score grid.
  • Project duration: 3 years
  • Staff and consumables applied for at FWO: minimally € 45,000 and maximally € 85,000 per year per project. If you want to use ‘core facilities’ during the execution of your project, do make sure that the fees for that use are budgeted correctly in the ‘consumables’ expenditure categoryEquipment funding applied for at FWO maximally € 150,000 per project.
  • Succes rate 2023 call: 9% (5 projects)

Profile and conditions

  • The collaboration with partners from the Canadian province Québec will have added value for the proposed research project.
  • Your research will be carried out at an eligible Flemish main host institution, possibly in collaboration with other Flemish and/or federal research institutions (Article 7) and under the supervision of a supervisor-spokesperson, possible in collaboration with other (co-)supervisors (Article 10 - 12). In contrast to the junior/senior research projects fundamental research no distinction is made between junior and senior research projects in the framework of this bilateral call with Québec. In addition, it is not possible to use 10% of the budget requested at FWO for non-Flemish research institutions.
  • In the framework of this call with FRQ, you can only act once as a supervisor(-spokesperson) or co-supervisor.
  • Applications in the framework of this cooperation are not part of the project competition junior/senior research projects fundamental research and as a result
    • do not count for the maximum of one project per application round for which you may act as (co-)supervisor(-spokesperson);
    • are not taken into account for the maximum of two projects applied for and ongoing on the start date of the newly allocated project.
  • No remuneration or accumulation with a remuneration is allowed for (co-)supervisor(s)(-spokesperson) under a research project funded by FWO.
  • You agree with the Research Integrity Clause.

Procedure

  • Carefully read the guidelines for applicants, verify if there are no restrictions in place regarding international cooperation in FWO funding instruments, and start working on your application in time.
  • Your joint main application is submitted before the deadline at FWO (by using the online application form in the FWO E-portal).  Please note that each online FWO submission is automatically confirmed by a confirmation email. If you did not receive such an email, please verify whether you properly submitted your application. In addition, an administrative submission needs to be done at FRQ according to their modalities before the deadline.
  • Specific points of attention FWO application:
    • Guidelines on formal requirements in application forms and accompanying documents of application programmes shall be strictly followed. If these are violated, the application may be declared inadmissible.
    • The Flemish supervisor-spokesperson needs to upload for each of each involved Flemish and Québec (co-)supervisor(-spokesperson) a CV that is structured according to the FWO CV template to the FWO application.
    • Each Flemish and Québec ((co-)supervisor(-spokesperson)should register at FWO by creating an online profile including an overview of academic positions and an updated list of publications on the FWO E-portal before the submission deadline. Please note that the registration of your login/password takes 24 hours. It is therefore strongly advised to start well in advance.
    • The online FWO application form contains a specific tab 'Research Security'. Applicants are required, based on the topic of their research proposal, involved countries and foreign partners, to complete a set of questions regarding unwanted knowledge transfer, misuse of research results and/or interference. If as a result of this, your project proposal needs a research security approval, please contact the dedicated contact persons at your host institution immediately, preferably before the submission of your proposal.     • NEW: From this call onwards, you will find an additional question in the application form about the ‘substantive and/or conceptual contribution’ that the applicant(s) and possibly others have made to the research design and, where applicable, to the associated data collection and analysis and/or interpretation thereof. This concerns information that allows the evaluators to better understand the genesis of the research proposal. Sometimes questions are raised about the extent to which an applicant for a project or mandate has developed the proposal themselves or has (re)used existing ideas from other proposals. It is also a matter of ethics to acknowledge those who have contributed ideas and data, whether as co-applicants, researchers not involved in the application, or in any other capacity. However, this new section in the forms is not intended as a new criterion for scoring the application
  • FWO and FRQ perform an eligibility check to verify if your application meets all formal criteria of respectively FWO and FRQ.
  • FWO will send out the proposal for external peer review. More information on the FWO modalities can be in the FWO regulations internal and external peer review.
  • An ad hoc joint interdisciplinary selection committee  makes a final ranking. This panel is composed after the call deadline based on the applications that were submitted.
  • The Board of Trustees of FWO and FRQ take the final decision.
  • At the end of the evaluation procedure you will receive feedback on your application.
